Firefighter I Blended

The Fire Fighter I Recruit program meets the knowledge and skill requisites established by the NFPA 1001 Standard for Fire Fighter Professional Qualifications, 2018 Edition. Topics include theory and skills training on the following subjects: orientation and history of the fire service, firefighter health and safety, fire department communications, building construction, fire behaviour, personal protective equipment, portable fire extinguishers, ropes, knots and webbing, structural search, victim removal and firefighter survival, scene lighting, forcible entry, ground ladders, tactical ventilation, water supply, fire hose, fire streams, fire protection systems, fire control, loss control, fire origin and cause determination, and fire and life safety initiatives. Provincial testing through AS&E with the Office of the Fire Marshal and Emergency Management will be available at the conclusion of the Fire Fighter I Recruit Practicum.

This blended delivery mode for NFPA 1001 Fire Fighter I, 2018 Edition is a combination of online self[1]directed learning, classroom-based sessions, and a practicum. This course prepares students to meet all the knowledge and skills requirements of Fire Fighter I. Students must attend and complete the online, classroom, , and practical sessions as scheduled to receive credit for this course. If a student does not attend and complete the training as scheduled, they will not be successful and will be required to repeat the entire course.

Firefighter II Blended

The Fire Fighter II programs meet the knowledge and skill requisites established by the NFPA 1001 Standard for Fire Fighter Professional Qualifications, 2018 Edition. The Fire Fighter II Recruit program is one course consisting of online self-directed learning and an in[1]class session. Each session builds on the previous one and cumulatively prepares students to meet all the requirements of NFPA 1001 Chapter 6, 2018 Edition. Topics include theory and skills training on the following subjects: fire department communications, building construction, scene lighting, rescue tools, vehicle extrication, technical rescue, fire hose, fire streams, fire control, fire origin and cause determination, fire protection systems, and fire and life safety initiatives. Upon completion of Fire Fighter II, students should be able to assume command within the incident management system, use effective communications using both department communications and incident reporting systems, and perform firegrounds operations to ensure life safety, fire control, and property conservation. Students will also be able to perform rescue operations, victim disentanglement from a motor vehicle accident, support a rescue team, and perform various activities related to reducing the loss of life and property through fire hazard identification, inspection, and response readiness. Provincial testing through AS&E with the Office of the Fire Marshal and Emergency Management will be available at the conclusion of Fire Fighter II Recruit Practicum.

This blended delivery mode for NFPA 1001, 2018 Edition Fire Fighter II consists of online self-directed learning followed by an on-campus session that combines in-class instruction and practicum. This course prepares students to meet all the knowledge and skills requirements of Fire Fighter II. Students must follow the instructions found in the course outline package to be enrolled in the online learning portion of this course, or they will not be allowed to participate in the on-campus session. Both the online and on-campus sessions must be completed as scheduled to receive credit for this course. If a student does not attend and complete the training as scheduled, they will not be successful and will be required to repeat the entire course

Fire Inspector I

This course will teach students to apply the concepts and skills of a fire inspector. Students will learn about fire safety, codes and standards, and fire protection systems and how to think their way through fire prevention inspections.

The course covers preparing inspection orders, investigating complaints, identifying the applicable code or standard, understanding basic legal proceedings, classifying a single occupancy building, calculating occupant load of single occupancy, verifying construction classifications, inspecting means of egress, suppression systems, fire extinguishers, as well as recognizing hazardous conditions.

In addition, this course will prepare students to identify compliance for storage, to recognize fire growth potential, and to determine code compliance.

Prerequisites: NFPA 1072 Hazmat Awareness

Fire Officer II Blended

Fire Officer II builds upon the topics covered in Fire Officer I. There is a more in-depth look at human resources management, community and government relations, as well as the origin and preliminary cause of fires. Emergency delivery topics will evolve from single unit emergency operations to multi-unit emergency operations, with a more in-depth look at pre-incident planning and deployment of assigned resources. In addition, Fire Officer II covers the organization of local government and the roles that outside agencies play in assisting the fire service. Fire Officer II is intended for frontline fire officers with an expanded role.

Courtroom Procedures

This course prepares students on the disclosure of evidence in a trial. This course will describe the legislative authority of the Ontario Fire Protection and Prevention Act (FPPA) and the Provincial Offences Act (POA).

It will explain the legislated options available to address contraventions of the Ontario Fire Code and other fire hazards that are not regulated by the Ontario Fire Code.

It will identify the appropriate course(s) of action to ensure that Ontario Fire Code contraventions or hazards are reduced or eliminated in a timely manner and/or enforcement measures are taken.

Driver Trainer Certification

This program is designed in conjunction with the Ministry of Transportation Ontario (MTO) to meet the needs of the Ontario fire service and the MTO Driver Certification Program.

This program builds on NFPA 1041 Fire Instructor I course concepts, with a focus on driving. This program is recognized by the MTO as the educational component to obtaining signing authority to conduct licensing through a recognized authority.

This program will also satisfy the requirements of MTO signing authority recertification. Evaluations will be conducted throughout the program, in accordance with the MTO Curriculum Standards.

Prerequisites: NFPA 1041 Fire Inst I, 5 yrs DZ Licence, no demerit points, no criminal convictions, and FD is member of DCP program or intends on becoming one

Pump Ops Blended

The Apparatus Equipped with a Fire Pump course meets the knowledge and Job Performance Requirements (JPRs) established by the NFPA 1002 Standard for Fire Apparatus Driver – Operator Professional Qualifications Chapter 5, 2017 Edition. It offers a mix of classroom-based sessions, online self-directed learning, as well as practicums. Upon successful completion of this course, each student will understand and be able to demonstrate the operation of a fire department pumper from both a static and pressurized source of water.

Provincial testing through AS&E with the Office of the Fire Marshal and Emergency Management will be conducted at the conclusion of the course. Students that successfully complete the testing will receive certification.

Water Rescue 

This course meets the knowledge and skill requirements of NFPA 1006 Standard for Technical Rescue Personnel Professional Qualifications, Chapter 16, 2017 Edition. Rescue personnel operating at this level will be able to perform size-up and control hazards at a surface water rescue emergency. Students will be able to recognize the general hazards associated with surface water and the procedures necessary to evaluate these hazards. Students will learn how to identify the resources required to conduct safe and effective support to emergency operations, as well as how to develop and implement procedures to activate the emergency response system and manage the site.

Fire Officer 1

This course provides students with timely information that aids in their daily performance as a fire officer. Topics covered include roles and responsibilities, administration, accountability, cultural diversity, health and safety, human resource management, public relations, functional leadership, incident command, inspection and investigation, budgeting process, basic strategic planning, and basic strategy and tactics. The Fire Officer I course is intended for the frontline fire officers with a supervisory role.

Fire Investigator Blended

This blended course covers all investigative competencies associated with NFPA 1033 Standard for Professional Qualifications for Fire Investigator, 2014 Edition, including Scientific Method, Origin and Cause, Scene Documentation, Scene Safety, Chemistry of Fire, Building Construction, and Scene Reconstructions. This course also provides in-depth instruction in all aspects of assessing and investigating fire scenes relevant to fire protection services and adheres to the NFPA 921 Guide for Fire and Explosion Investigations, 2014 Edition, which is the guide to fire and explosion and investigation.

Provincial testing through AS&E with the Office of the Fire Marshal will be conducted at the conclusion of the course.

Prerequisite: This course is intended for fire officers or firefighters with a minimum of five years of work experience.

Blended Delivery*: Online, self-directed and instructor supported learning followed by a three (3) day in-class session, and practicums.

Hazardous Materials Operations

The Hazardous Materials Operations course focuses on the recognition of a hazardous materials emergency, personnel safety, hazard assessment, and the notification of higher skilled emergency responders or technical response teams. Students will become familiar with the Emergency Response Guidebook (ERG) and learn about the mandate and authority of the Canadian Transport Emergency Centre (CANUTEC). Students will explore topics such as placards, containers, and materials involved; determine whether materials have been released, PPE, emergency decontamination, and the evaluation of the surrounding conditions. By collecting hazard and response information, students will develop a “risk-based response” plan.

Students must provide their own turnout gear. To maximize firefighter safety, students are required to bring their own SCBA and two air cylinders. Information and guidance on safely transporting SCBA and cylinders to and from the OFC are included in the course outline information package for this course.

Hazardous Materials Operations will also include the sign off of NFPA 1072 Chapter 5 Mission-Specific Sections Personal Protective Equipment (PPE) (Section 6.2) and Product Control (Section 6.6), 2017 Edition.
