Provincial Offences Officer (6 positions)

Full-Time Temporary Unionized Position 35 hours/week (2-year contract)

Position summary 

Under the direction of the Manager of Enforcement & Construction Division, the Provincial Offences Officer is responsible to review camera-based evidence of alleged offences under the Highway Traffic Act, pertaining to Automated Speed Enforcement. The Provincial Offences Officer will process Certificates of Offence and issue Offence Notices or Penalty Notices to owners of plated vehicles under the authorities set out in the Provincial Offences Act, the Highway Traffic Act and related Regulations. The Provincial Offences Officer may also process and issue charges under Part III of the Provincial Offences Act for evidence obtained through Automated Speed Enforcement equipment, as required. The Provincial Offences Officer shall ensure the evidence meets the appropriate threshold of the alleged offence, the calibration of the equipment utilized is current, while ensuring strict regulated timelines are adhered to prior to processing or issuing charging or penalty documentation. The Provincial Offences Officer is also responsible for all associated administrative duties including but not limited to printing, filing, mailing, couriering and required reporting, etc. 

Exigences  

  • Must have a two (2) year college diploma in Law and Security or Police Foundations.
  • A minimum of two (2) years' experience in issuing charges under Parts I and III of the Provincial Offences Act, with experience directly related to Automated Speed Enforcement.
  • Working knowledge of the legislative and regulations of the Ontario Provincial Offences Act and the Highway Traffic Act.
  • Working knowledge of ethical principles and conflict of interest standards.
  • Demonstrated ability to understand and interpret provincial legislation and regulations.
  • Ability to adapt to changes and shifting priorities while maintaining a high level of quality, accuracy and attention to detail. 
  • Excellent organizational and time management skills to set priorities and meet deadlines.
  • Ability to work independently and as part of a team. 
  • Advanced knowledge of Microsoft Office Suite and other stand-alone databases.
  • Must be bilingual (English and French), spoken and written.

Please note that all selected candidates will be required to attend a mandatory paid out-of-town training course from March 24 to March 26, 2025, with the official start date set for April 22, 2025 for two positions and June 2, 2025 for four positions.

Salary

$29.01 to $34.74/hour - salary under review.

Municipal Law Enforcement Officer (one position)

Full-Time Temporary Position 40 hours/week – 10-month contract

Position Summary

Under the direction of the Manager of Construction and By-law, the Municipal Law Enforcement Officer shall enforce the City's by-laws, conduct inspections of properties in violation, interview witnesses and violators, take accurate notes and collect relevant evidence during investigations, prepare violation reports detailing the facts and any actions taken, prepare letters, notices and orders and follow up to obtain compliance.  

The Municipal Law Enforcement Officer shall also act as a representative for the City and promote good public relations and inform the public of municipal regulatory standards, policies, and regulations.  

Requirements

  • Must have a minimum of a college diploma in the field of public safety or Municipal Law Enforcement Training Course certificate. 
  • A minimum of two (2) years experience in a related field would be an asset. 
  • Excellent communication and public relations skills.  
  • Knowledge of the City's internal policies and procedures.  
  • Must have good knowledge of Microsoft Word, Excel, Outlook, PowerPoint.  
  • Ability to work unsupervised and in a team environment.  
  • Must be bilingual (French and English, spoken and written). 
  • Excellent organizational and time management skills to prioritize and meet deadlines.  
  • Requires adequate physical ability to perform animal control and operate equipment. 
  • Knowledge of animal behaviors to prevent injury.  
  • Must have a valid driver's license.

Salary

Class 2 (blue collar) of the unionized wage scale: $25.66 to $32.75/hour.

Supervisor of taxation

Full-Time Position 35 hours/week

Position summary

Under the direction of Treasurer/Director of Finance, the Supervisor of Taxation is primarily responsible for the preparation and issuance of interim and final property tax bills. The incumbent also reviews the City’s assessment base and ensures the accuracy of the assessment roll for property taxation purposes. The incumbent acts as the representative of the City with the Assessment Review Board and the property owners’ appellant in assessment issues. Oversees the collection of all tax arrears and interacts and builds partnerships with key personnel or other relevant stakeholders of Municipal Property Assessment Corporation (MPAC) and the consultants of Municipal Tax Equity (MTE Consultants Inc.). Distributes funds to all school boards and the upper tier government that have been collected for them during the years. Supervises the Tax Clerk and the Utility Clerk in the functions of their work. 

 

Requirements

  • Must have a college diploma in accounting or a university degree in administration-option accounting.
  • Must have three (3) to five (5) years of finance experience. Experience in the municipal assessment and tax environment would be an asset. 
  • Must have three (3) to five (5) years experience at the employee management level (in a unionized environment is an asset) or equivalent.
  • Comprehensive knowledge of municipal finance-related legislation/regulations including the Municipal Act and Property Assessment and Taxation Act.
  • Must have a clear understanding of all aspects of municipal taxation.
  • Knowledge of the tax sale process.
  • Ability to communicate effectively with the public, with an emphasis on customer service, in both official languages, written and spoken (French and English). 
  • Excellent organizational and time management skills to establish priorities and meet deadlines.   
  • Ability to work independently with minimum support/direction and as part of a team. 
  • Attention to detail, knowledge of employee management procedures. 
  • Must have advanced knowledge of Microsoft Office Suite.  

Asset:

  • Completed the Municipal Tax Administration Program.
  • Knowledge of VADIM software.
  • Professional Certifications: Associate member of the Institute of Municipal Assessors (AIMA), Chartered Professional Accountant (CPA) or Ontario Municipal Taxation and Revenue Association (OMTRA).  

Salary

As per the non-unionized salary scale $79,576 to $99,469

Position Summary

The City of Clarence-Rockland is hiring summer students within our various divisions. We are looking for innovative and passionate individuals interested in gaining valuable work experience in their field of study while applying their skills in a professional setting within a public sector environment. The summer term will take place during the summer months, from May 1st through to August 29, 2025.

The duties and responsibilities for each position will vary depending on the specific division requirements and will include but not limited to providing administrative support on a variety of general office tasks.
