Accounts Receivable Clerk

Under the direction of the Deputy Treasurer, the Accounts Receivable Clerk will be responsible for entering banking and accounts receivable transactions into the computer system for the entire Corporation of the City of Clarence-Rockland. Requirements

  • Must have a college diploma in accounting, finance, or related field.

Director of Protective Services/Fire Chief

Position Summary

The City of Clarence-Rockland has an excellent opportunity for a fire service leader looking to expand their responsibilities into other municipal areas. The successful incumbent will be a key member of the municipalities leadership team while managing the day-to-day activities of multiple departments.

Under the direction of the Chief Administrative Officer (CAO), the Director of Protective Services/Fire Chief is responsible for the effective administration, planning, operations and management of the following departments:  Bylaw; Building and Construction; Emergency Management and Health and Safety; and Fire. Through the provision of leadership, vision, strategic thinking, risk assessment/management and fiscal responsibility, the Director of Protective Services/Fire Chief shall ensure that the actions of the department and staff follow the corporate policies, strategic plan and all applicable municipal, federal and provincial requirements.

This key leadership position oversees and manages multiple departments. In addition, the Director of Protective Services/Fire Chief will be responsible for leading and managing the Fire Services of the City of Clarence-Rockland, as well as providing oversight and coordination of fire services as the Fire Chief for two neighbouring municipalities. The Director of Protective Services/Fire Chief plays a critical role in ensuring the safety and well-being of residents and businesses, enhancing community resilience, and supporting emergency preparedness.

Requirements

  • Post-secondary degree in Fire Science, Emergency Management, Public Administration, or a related field preferred. Additional certifications in leadership, health and safety, or emergency management are highly desirable.
  • Minimum of 10 years of progressively responsible experience in fire services, emergency management, or public safety leadership, including at least 5 years in a senior management role. Experience in leadership and managing in a municipal setting is an asset.
  • Must be able to demonstration a strong leadership, decision-making, and problem-solving skills.
  • Must have in-depth knowledge of fire service operations, emergency management, and public safety regulations.
  • Must have knowledge of construction practices, the Fire Protection and Prevention Act, the Building Code, municipal bylaws and other relevant legislation.  
  • Must have experience writing reports, including the ability to write reports to a municipal council in relation to enforcement or building matters.
  • Must have proven experience managing large, diverse teams and budgets as well as managing multiple files simultaneously on a variety of topics.
  • Must be able to manage crisis effectively.
    • Must have excellent organizational skills and able to set priorities to meet departmental deadlines, budgets, and departmental needs.
    • Must be flexible and can quickly adapt according to changing needs.
    • Must be able to demonstrate creativity, leadership, and initiative.
    • Must have strong project-reporting skills, with a focus on interdepartmental communications.
  • Must have a high degree of integrity due to exposure to highly confidential and/or politically sensitive information.

  • Executive Chief Fire Officer designation, National Fire Protection Association (NFPA) certifications or equivalent would be an asset, as well as training in emergency management, incident command, and leadership in the public sector.

Position Summary

Requirements

  • Must have a minimum of a college diploma in the field of public safety or Municipal Law Enforcement Training Course certificate. 
  • A minimum of two (2) years experience in a related field would be an asset.

Position summary

Under the direction of Treasurer/Director of Finance, the Supervisor of Taxation is primarily responsible for the preparation and issuance of interim and final property tax bills. The incumbent also reviews the City’s assessment base and ensures the accuracy of the assessment roll for property taxation purposes. The incumbent acts as the representative of the City with the Assessment Review Board and the property owners’ appellant in assessment issues. Oversees the collection of all tax arrears and interacts and builds partnerships with key personnel or other relevant stakeholders of Municipal Property Assessment Corporation (MPAC) and the consultants of Municipal Tax Equity (MTE Consultants Inc.). Distributes funds to all school boards and the upper tier government that have been collected for them during the years. Supervises the Tax Clerk and the Utility Clerk in the functions of their work. 

Requirements

  • Must have a college diploma in accounting or a university degree in administration-option accounting.
  • Must have three (3) to five (5) years of finance experience. Experience in the municipal assessment and tax environment would be an asset. 
  • Must have three (3) to five (5) years experience at the employee management level (in a unionized environment is an asset) or equivalent.
  • Comprehensive knowledge of municipal finance-related legislation/regulations including the Municipal Act and Property Assessment and Taxation Act.
  • Must have a clear understanding of all aspects of municipal taxation.
  • Knowledge of the tax sale process.
  • Ability to communicate effectively with the public, with an emphasis on customer service, in both official languages, written and spoken (French and English).

His role is to ensure the City’s proper development through the application of various Federal, Provincial, County and Local laws and by-laws. The Planner must plan for the present while considering the future needs of the population. The Senior Planner will work in a multi-disciplinary team environment.

Requirements

Education: Bachelor’s Degree or master’s degree in Urban planning or bachelor’s degree in a related discipline (Geography).  

Professional Association: Ontario Professional Planners Institute (OPPI) and Canadian Institute of Planners (CIP) membership or candidate member. 

  • Must have a minimum of four (4) years of planning experience.
