I want to pay an invoice at the counter.

The Client Service Centre is closed to visitors. It is possible to pay your invoices by leaving a cheque in the drop box located outside Client Service Centre.

I want to renew my dog licence.

Option 1: Download the application form and mail the completed form as well as your payment to City Hall (1560 Laurier St., Clarence-Rockland ON K4K 1P7). The dog licence will then be mailed to you.

Option 2: Download the application form and deposit the completed form as well as your payment in the drop box outside the Client Service Centre. The dog licence will then be mailed to you.

I want to buy a tag for additional waste item.

Sale of tags for additional waste items is suspended for the moment. Tags already in circulation are still valid.

I want to get a marriage licence.

No marriage licence will be issued while City Hall is closed to visitors.

I need a Commissioner of Oath.

This service is suspended while City Hall is closed to visitors.

I want to buy a burn permit.

The issuance of new burn permits is temporarily suspended. The expiry date of existing burn permits have been pushed to April 30, 2020.

I want a meeting with a municipal employee.

At the moment, all communication with residents is done by telephone.

I want a new business licence.

The issuing and renewal of all business licences are currently accepted electronically by email. If not possible to apply electronically, applications can be left at the Municipal drop box located outside the Client Services at 1560 Laurier Street, Rockland.

Once the application has been reviewed and is ready to be issued, applicants will be notified of application fees owing via email or phone.

Payment can be made by way of cheque deposited into the Municipal drop box. Once payment is received, the business licences will be issued electronically, or arrangements can be made to be picked up.

I want to file a request to Access to Information

We are not taking new requests for Access to Information for the moment. There will be delays in the treatment of existing requests.

I want a lottery licence.

The issuing of new lottery licence is suspended for the moment.

Finances

I want a copy of an invoice/statement of accounts.

Requests can be emailed at info@clarence-rockland.com or by mail at the following address : 1560 Laurier Street, Rockland, ON, K1A 1P7. Cheques can also be mailed.

Construction

I want to submit a construction permit request or want to book an inspection. Is it still possible?

At this time, building permits are currently accepted electronically by email to astdenis@clarence-rockland.com. If not possible to apply electronically, applications can be left at the Municipal drop box located outside the Client Services at 1560 Laurier Street, Rockland.

Review time will be delayed by 48 hours for all applications received by mail/drop off. Once the application has been reviewed and is ready to be issued, applicants will be notified of application fees owing via email or phone. Payment can be made by way of cheque deposited into the Municipal drop box. Once payment is received, the building permit will be issued electronically, or arrangements can be made to be picked up.

Building inspectors will continue to inspect new constructions only. Inspections will only take place if the buildings are vacated during the time of inspection. Inspections for renovations, decks or sheds are suspended.

All other Building Department services will be conducted online or by telephone.

Planning

I want to submit a planning request

All planning applications, including zoning by-law and Official Plan amendments, severances, minor variances, part-lot control and site plan control applications, must be submitted electronically via email in PDF format to mbelanger@clarence-rockland.com. Payments by cheque can be sent by mail or deposited in the drop box at City Hall. Please note that there may be delays to the regular timelines for processing of applications, which require a statutory public meeting due to restrictions on public gatherings. All communications will be done by phone or email.

Requests for Compliance Reports will no longer be accepted for the time being.

Community Services

I want to rent a municipal facility

All of our municipal facilities are closed until April 6th.

Waste collection

Is the waste collection happening as usual?

Yes, the waste and recycling collection is taking place as schedule. However, the landfill site is closed. Please make sure that your tissues are disposed in bags. Wash your hands after disposing them.

If you are sick, place the objects that have been in contact with your mouth and nose in a waste bag, even if those objects usually go in the blue or black box.

I want to register for the bulky item collection.

The bulky items collections have been postponed. The next collection will be on April 17th.

I have branches that need to be dropped off at the transfer station.

The opening of the transfer station has been pushed by one month. The date will be announced later.

Infrastructure

I have a problem with my water/waste water service.

Complaints will be received and studied but employees will not go in residences anymore.

Other

I want to bid on a tender and the physical offices of City Hall are closed.

Companies or individuals who want to bid on a project presently in tender can do so by leaving their envelope in the lock box outside Client Service Centre. Questions and Answers will be treated as usual.

What is happening with the capital projects that were approved in the 2020 budget?

The present situation has no instance on ongoing projects.
